As of 1 January 2016, EU insurance and reinsurance undertakings are subject to a new EU regulatory and supervisory framework, called Solvency II.

Lieve Lowet has been involved in the Solvency II project since its early stages. Currently she is a partner of ICODA European Affairs, specialised in financial services, more particularly insurance matters. She holds a law degree from K.U. Leuven, and an M.A. in International Affairs from the Johns Hopkins University, SAIS Europe at Bologna. She is also an expert member of the Belgian Commission for Insurance.

The Solvency II legal framework consists of several levels of regulation: the 2009 Framework Directive, amended in 2014 by the so-called Omnibus II Directive, including the basic principles of Solvency II (level 1); the 2015 Commission Delegated Regulation, amended in 2016, based on mandates laid down in the Framework Directive; a number of Commission Implementing Regulations laying down implementing technical standards, and a number of Commission Delegated Decisions dealing with equivalence, issued in 2015 and 2016 (level 2).
To complete the framework, EIOPA, the European Insurance and Occupational Pensions Authority, issued a number of non-legally binding Guidelines in 2014 and 2015, which are applicable on a comply or explain basis (level 3).

In this third edition, the editor has added to the coordinated Level 1 Framework Directive the recently issued level 2 non-legislative texts, including the most recent changes. The Guidelines, issued by EIOPA and addressed to the national competent authorities, have been added to make the compilation practical and complete.
